Recomendations Infrastructure Upgrade Initiative Decrepit water, sewer and street systems inhibit inner city development efforts. Developers are not given building permits unless they first agree to pay for the cost of upgrading the existing systems. The extra costsmean that deals don't get done. What is proposed is a massive new investment in upgrading decripit infrastructure. We propose paying for it, in part, with the same types of public financing mechanisms that are used to finance stadiums and arenas for professional sports teams Infill Housing Development Initiative The goal is to create a partnership between local government and nonprofit sector developers to dramatically increase the construction of new home ownership units that are affordable to low and moderate income families. The goal, therefore, must be to identify and eliminate constraints. The Challenge is that Developers have difficulty finding market opportunities in older low income neighborhoods. Many years of neglect has led to an inadequate infrastructure. Simply put, it is more difficult and more expensive making deals work in these neighborhoods |
Neighborhood Development Zones
A new paradigm for community based development is needed. CDC are forming partnerships to systematically identify and then eliminate the barriers that inhibit market-based development activities in specific low income communities Bank Partnership Initiative Specific proposals for strengthening bank participation in community development ventures. Suggestions include: more bank equity investments in CDC sponsored real estate develoment ventures; more bank purchasing of 501(c)(3) tax exempt bonds, more bank pre-development lending for CDCs.
